11:15 The Evolving Policy Landscape in Australia – Cooperation across the Sector for an Outcomes-focused, sustainable Health System
The policy, funding and regulation of Australia’s health system involves shared roles between the Federal and State/Territory governments, with service delivery largely undertaken by the state and territory governments and the non-government sector. Over time, intergovernmental agreements relating to health have evolved the roles and responsibilities of different tiers of government. However, they have typically centred on the funding of public hospitals first and foremost. With unsustainable demand on hospitals, such a hospital-centric focus is recognised as undermining the ability of health systems to provide universal health care. Hospitals must not only shift to better integrate care for people with chronic and complex conditions, but support the shift upstream to prevention, health promotion and reducing inequities. This presentation will discuss how the Australian system must come together to improve outcomes and ensure sustainability of the health system. Through a series of case examples, it will highlight challenges faced and the actions necessary, not only within health, but intersectorally, across education, housing, labour, trade, finance and social welfare.

Dr. Athiwat Noiprasit starts his career by graduating from the Faculty of Medicine, Srinakharinwirot University with First Class Honors, and later obtain the diploma of Internal Medicines from Chiang Mai University and fellowship in Gastroenterology & Hepatology from Khon Kaen University. Apart from the healthcare field, Dr. Athiwat also obtained an MBA degree from Sukhothai Thammathirat University as well as various executive trainings, such as Senior Executive/Hospital Management Program by SASIN, ISO 9001:2000 series auditor/lead auditor by Thailand Productivity Institute, Certificate Course in Good Governance for Medical Executives by King Prajadhipok's Institute and the Medical Council of Thailand.

Throughout years in healthcare business, Dr. Athiwat utilize full capacity of his experiences starting from the lead person of pioneering international medical services in Bangkok Hospital Trat/Koh Chang in mid 2000s era, one of the first international medical services attempt outside Bangkok Metropolitan Area. Apart from international services, Dr. Athiwat also manage the quality system of the hospital which finally earns him the position of Assistant to Hospital Director and Deputy Hospital Director in 2010s, and later Hospital Director in Principal Healthcare Company in 2015 as a Hospital Director of Princ Paknampo Hospital in Nakhon Sawan. Later, Dr. Athiwat manages to supervise the Pitsanuvej group which consists 3 major hospitals in Central Thailand under Principal Healthcare Company.

With highly productive and adaptable background, Dr. Athiwat has been invited to manage Princ Hospital Suvarnabhumi which considers the company’s flagship hospital during the COVID-19 crisis. Several collaborations and projects between the hospital and government sector has been established, such as Hospital Quarantine, Test & Go, Universal Coverage for COVID patients, and many more. Princ Hospital Suvarnabhumi manages to get some profits even in the crisis time in which all international arrivals are sealed. The hospital also earned reputation after COVID period and manage to get the significant growth in the post-COVID era. Therefore, Dr. Athiwat is now achieving the new executive role of Chief Quality Officer and Managing Directors to several healthcare companies under Principal Healthcare.
Kylie Woolcock, CEO, Australian Healthcare & Hospitals Association

Kylie Woolcock is Chief Executive Officer of the Australian Healthcare and Hospitals Association, Australia’s national peak body for public and not-for-profit hospitals and healthcare providers. Founded in 1946, it maintains its vision for an effective, innovative and sustainable health system where all Australians have equitable access to health care of the highest standard when and where they need it.

Ms. Woolcock has worked in the health sector for over 20 years, starting her career as a pharmacist, before moving her focus into health workforce development, health policy and reform. She is passionate about reorienting the health system to achieve the outcomes that matter for people and their communities.

Ms. Woolcock has extensive experience in the for-purpose sector, bringing the diverse views of stakeholders together with the evidence base to influence and effect change. She has worked with a range of health professions, service providers and governments; from a range of perspectives; and from a local region, national and international focus. She has postgraduate qualifications in health economics, artificial intelligence, training and management. She is a Visiting Fellow at the Faculty of Health, Research – Public Health, Queensland University of Technology.
Dr Nipit Piravej, Managing Partner, Bangkok Healthcare

Dr.Piravej has a unique experience of working as top executive across healthcare value chain in the last 25 years. After a successful academic and clinical career at a leading medical teaching center in Bangkok, Dr.Piravej has established himself as a prominent leader in healthcare management in Thailand starting with a business turnaround mission in health insurance business (SVP-Medical Insurance and Corporate Planning Board, Ayudhya Allianz Life, 1996-2005), followed by a restructuring job for a multinational pharmaceutical trade organization (Founding CEO, PReMA, 2006-2007), then a strategic management role for a leading SET listed hospital group including development and launch of their new premium international hospital (Chief Corporate Officer and EXCOM and CEO World Medical Center, Bangkok Chain Hospital, 2008-2013). From 2014-2015, he was in management consulting (Managing Partner, Bangkok Healthcare) with a number of projects in Thailand and ASEAN region ranging from hospitals, health insurance, health & wellness services and telemedicine development. As the latest, he took up the leadership role to transform the health insurance business at the largest health insurer in Thai market with 50% market share (Director Healthcare Strategy & Management and EXCO, AIA Thailand, 2016-2019). Since 2020, he has been back to management consulting in health care, health insurance and health technology fields.

Across his career roles, he is also known as a champion of value-based healthcare, a strategist in medical tourism development, advocate of proactive hospital quality management, adoption of chronic care model and use of health IT to improve patient safety and health outcomes. His pioneering works in active healthcare management are still widely adopted by players in the market until now. He is best known as a collaborative leader who drives development agenda through partnership, shared values and win-win results among key stakeholders. With his broad achievements, he has been requested to provide advisory assistance to both public and private sectors including Office of Insurance Commissioners, National Health Security Office, Social Security Office, Thai Life Assurance Association, Hospital Accreditation Thailand, Health System Research Institute, Ministry of Public Health, Tourism Authority of Thailand as well as HIMSS Asia Pacific in the capacity of Chairman of the Governing Council (2015-2016), Thai Medical Informatics Association as Board Member (1999-present) and Ministry of Commerce ((Central ommittee on Prices of goods and services, 2019-present). He is also a full Member of Thai Medical Council and Fellow of the Royal College of Surgeons Thailand.

Farizal B. Jaafar is the Acting Chief Executive Officer/ Chief Commercial Officer at Malaysia Healthcare Travel Council (MHTC), an agency under the Ministry of Health Malaysia. With over 25 years of experience in corporate strategy, digital marketing, and business development, Farizal has a proven track record in driving sustainable growth and responding to market dynamics. His leadership and analytical skills have been instrumental in leading national healthcare programs and implementing global marketing strategies.

Farizal's focus as Acting CEO is on establishing strategic partnerships, creating revenue opportunities, and driving industry development. He collaborates with industry partners on areas such as big data analytics, technology, brand marketing, market development, and digital solutions. Prior to joining MHTC, Farizal held senior leadership roles in global hospitality chains and spearheaded economic transformation programs in the Prime Minister's Office. Eric Woo is the Regional Director of ECRI, Asia Pacific office. He started his career in 1995, spent almost 15 years with multiple known Global Medical Device companies before joining a private hospital and research organization as COO for 5 years, and currently with ECRI Asia Pacific for last 8 years, he is responsible for the all development and operational management of ECRI in this region. His over 28 years of experience in healthcare industry bring to us many of his knowledge from medical devices, hospital operation, risk, procurement, and management.

Eric is also a Certified Practitioner in Healthcare Risk Management (CPHRM), and an MBA holder. Eric is also actively providing trainings and presentations related to medical device adverse event investigations particularly on Patient Safety Concerns, Health IT, Healthcare Risk Management and Technology Management to various groups such as healthcare authorities and regulators, hospitals, associations and conferences in Asia Pacific region. He is also a frequently invited speaker in a wide range of medical device, patient safety and healthcare-related topics for health conferences in Malaysia, Singapore, Taiwan, Indonesia, Thailand, China, Dubai, Vietnam and Republic of South Korea.

Lawrence Koh is a certified material resource professional from the Association for Healthcare Resource & Materials Management in the US. A supply chain management expert with over 30 years of experience working for some of the largest private hospitals in Asia and the Middle East, including SingHealth’s Singapore General Hospital, Parkway’s Mount Elizabeth Hospital, Bumrungrad International, Cleveland Clinic Abu Dhabi and Health Management International.

Lawrence’s wealth of experience includes working internationally on projects with diverse teams and payment models for hospitals in the UAE, China, Philippines, Egypt, Myanmar, Thailand, Malaysia, and Singapore. His expertise is developing purchasing systems, building supply chains, integrating ERP and HIS platforms and cultivating people and processes around a framework of ethics and personal responsibility.
Ang Xing Xian, CEO, CapBay

Ang Xing Xian is a disciplined, risk-loving entrepreneur determined to transform the financial industry with innovative solutions. He is the Co-founder and CEO of CapBay, a leading Supply Chain Finance platform that helps businesses obtain smarter financing, with presence in Malaysia, Singapore and Thailand. Tania Snioch is Director Healthcare Operations at GS1 Global Office. Tania supports the global healthcare user community with the aim to enhance the level of global GS1 standards adoption to help improve patient safety and supply chain efficiency. She is responsible for overall GS1 Healthcare operations, strategy, special projects and GS1 Member Organisation (MO) support. Tania’s current projects include development of GS1 standards related to clinical trials and identification of medicinal product doses for dispensing purposes. Tania has an Honors degree in Biomedical Science from Monash University in Melbourne, Australia.

Dr. Duangpun Kritchanchai is currently serving in the Department of Industrial Engineering, Mahidol University, in the capacity of Associate Professor, Director in the Centre of Logistics Management as well as holding the position of Director of the Healthcare Supply Chain and Logistics Excellence Centre, Mahidol University. Steven had led Intel to penetrate the Asia Pacific region with country’s Ministry of Health and Hospitals as a ‘Trusted Advisor’. He also led HIMSS to be a recognized organization in the region with a mission to lead the use of IT and Management Systems for the betterment of care delivery.
