California High-Speed Rail: Moving in to New Phases in 2024
The electrified high-speed rail system that will connect the mega regions of California’s Bay Area, Central Valley and Los Angeles basin has had a significant year of progress as new federal funding continues to fuel the positive momentum. Innovative FInancing Modalities to Fund Complex Intraregional Railway Projects.
Manmohan’s experience of financing over 10,000 kms of railway projects in Asian economie will be used as illustration including pioneering the structure of high speed railway project financing in China. This model was highly successful and adopted by the Chinese railways to fund their ambitious high-speed railway development. Examples from these projects to propose options for the Singapore-Kualalumpur line. Cost Efficiency in HSR – A Spanish Showcase Spain has the largest HSR network in the World, second only to China. This has given the country the knowledge and skills to develop, deliver and run, cost efficient infrastructure and services. Yang Berhormat Loke Siew Fook serves as the Minister of Transport in the Unity Government under Prime Minister YAB Dato’ Seri Anwar Ibrahim, having been sworn in on 3rd December 2022.
As Minister, he is committed to a world-class public transportation as a means to alleviate traffic congestion and deliver sustainable mobility. To this end, Mr Loke is focused on improving the efficiency and reliability of Malaysia’s public transportation on top of cultivating a culture of maintenance for these critical infrastructures and related facilities. He also wants to enhance road safety in the country.
Mr Loke is an advocate for the digitisation of key government services, having overseen the digitisation of the bidding system for car number plates under the Road Transport Department (JPJ) during his first stint as the Minister of Transport from May 2018 to February 2020. Mr Loke is pressing ahead with the digitisation agenda with the firm belief that it will provide a more seamless and satisfactory experience for the public.

David Wallace has been Acting High Commissioner (Chargé d’Affaires) at the British High Commission in Kuala Lumpur since August 2024. Previously he was Deputy High Commissioner from July 2022. “David has a diplomatic career spanning over twenty years during which he has covered a range of political, economic and security roles, focused in Europe and East Asia. From 2017 to 2022 he was Political Counsellor at the British Embassy in Berlin, where he built up co-operation with Germany on foreign, security and development issues. Previously he has served as Political Counsellor in Warsaw, Head of Economic Section in Seoul and as a diplomatic adviser in Baghdad. In the Foreign Office Head Office he has worked on sanctions, counter proliferation, Iraq and Afghanistan. David has a BA (Hons) in Philosophy and an MA in International Economics. He speaks English, German and Polish”.

Dato’ Mohd Nur Ismal bin Mohamed Kamal is the Chief Executive Officer (CEO) of MyHSR Corporation Sdn Bhd (MyHSR Corp). He has led the company and steered the Kuala Lumpur - Singapore High Speed Rail (KL-SG HSR) project since its inception and through the various milestones and challenges in the last eight years. Among the highlights were the launch of the seven Malaysian HSR stations’ concept designs, completion of the Public Inspection exercise, selection of the Project Delivery Partners for the local civil works, and many others. Most recently, Mohd Nur led the launch of the Request for Information exercise to seek concept proposals from the private sector, locally and abroad, in line with the aspiration of the Government of Malaysia.
Mohd Nur has also realised a number of key accomplishments as the CEO of the Land Public Transport Commission (SPAD) between 2008 and 2015, including the successful launch of the Go-KL bus services and development of the National Land Public Transport Masterplan which helped set the vision for the public transport industry in Malaysia. He also led the initial efforts in developing the concept for the MRT project up to its successful launch. Mohd Nur brings with him over two decades of diversified experience both internationally and locally having served in management consultancy firms AT Kearney and Accenture, as well as in DRB-HICOM Bhd. He also led the development of the critically-acclaimed National Higher Education Action Plan at the Ministry of Higher Education. Dato’ Mohd Nur holds a Master of Business Administration in Strategy, Finance and Marketing from the Kellogg Graduate School of Management, Northwestern University in Illinois. He also has a Bachelor of Science in Business Administration in Finance and Decision Sciences from the University of Denver in Colorado.

Jean-Pierre Loubinoux held various responsibilities in SNCF, Director of French railroads Inc. North-America and of French Railways UK Ltd., Chief Executive of SNCF Freight International, Chairman and CEO of SNCF International. In March 2009, Jean-Pierre Loubinoux was appointed Director-General of the International Union of Railways (UIC), the worldwide association representing the rail sector worldwide. His mandate is set to run until 2019.
He is now Honorary CEO of UIC. In addition, Jean-Pierre Loubinouxhas held among many international responsibilities in many institutions such as French Foreign Trade Advisor, Chairman of the Medef International France-Argentina Committee, Honorary Chairman of AFFI (the French association of railway engineers), Member of the Chartered Institute of Transport, Member of the Board of the US High Speed Rail Association., and the Mineta Transport Institute.
He is also advisor to UN Secretary General, in a High-level group for sustainable mobility, and past member of the board of Slocat. Jean-Pierre Loubinoux has been awarded the Legion of Honor, and is Commander of the French National Order of Merit – one of the highest decorations in France.
He also edits books of poetry, and creates paintings.
Bruce Armistead Chief of Rail and Operations, California HSR Authority, United States
Bruce Armistead is the Chief of Rail and Operations for the California High-Speed Rail Authority. He’s responsible for advancing the implementation of the high-speed rail program, specifically the system’s safety, security, operations and maintenance activities. Armistead joined the Authority in 2015 as the Director of Operations and Maintenance. He previously served as the Project Director for Fluor Enterprises where he provided leadership on public-private rail projects across North America.
He also has over 25 years of experience in railroad construction, operation and maintenance. At the Denver Regional Transportation District (RTD), he was the Project Director for the $2.9 billion commuter rail project to connect Union Station to the Denver International Airport.
While serving as an Assistant Vice President at Parsons Brinckerhoff, Armistead worked on numerous projects including the California high-speed rail project. He served as the Southern California Regional Manager and provided oversight for preliminary engineering design, environmental work, outreach and coordination with existing rail systems. He worked on the Orange County Transportation Authority Metrolink service expansion project and oversaw all aspects of design and construction for the $1.4 billion Alameda Corridor-East (ACE) Project in Irwindale, California.
He also worked for the New Jersey Transit Corporation where he oversaw several large projects for bus and rail systems.
Francois Davenne Director-General, UIC, France
Mr Davenne graduated from the Ecole Nationale Supérieure des Télécommunications d’Evry in 1988 and from the Ecole Nationale d’Administration (ENA) in 1999. Throughout his career, he has consistently promoted interdisciplinarity as a key factor for success. Having gained experience in international satellite telecommunications, he initially held various roles in the housing sector, making use of his strong financial and legal skills. He was involved in policy and regulation of the sector and managed key operational programmes, most notably for the city of Paris.
After three years with the French Ministry of Transport, working on railway safety and regulation, with an emphasis on European regulations, he was elected in 2012 as Secretary General of OTIF, the Intergovernmental Organisation for International Carriage by Rail. From early 2013 to the end of 2018, he promoted interdisciplinarity and partnership building in order to expand and develop the uniform regulations for international carriage by rail.

As Arup’s Global Rail Business Leader, TC leads an international team of rail experts working on all kinds of rail transit systems, including high-speed, metros, light and heavy rail.As an advisor to governments and delivery bodies responsible for major rail projects, TC’s focus is on helping clients to unlock the transformative potential of rail.
Prior to Arup, TC was the President of Global Business Operations. During his time as Projects Director at MTR Corporation TC was responsible for all new railway projects in Hong Kong, TC also held senior portfolio with other Rail Transport related organisations including Bombardier Transportation, Singapore Land Transport Authority and London Underground.TC is a chartered engineer and Fellow of the Royal Academy of Engineering as well other professional institutions in the UK.

Natasha is Stakeholder Director for YTL Construction. YTL is an integrated infrastructure developer with operations in eleven countries, listed on the stock exchanges of Malaysia and Japan. She is involved in building a 192km rail line from Gemas to Johor Bahru, in southern Peninsular Malaysia. Natasha also conceptualised, incubated and now leads the running of the YTL Learning Academy. At YTL Construction, Natasha is also heavily involved in driving transformation, culture change as well as championing D&I related issues.
Natasha is Chair of the British Malaysia Chamber of Commerce’s Diversity & Inclusion Network. She also sits as an Independent Non-Executive Director for a plantation company listed on the Malaysian stock exchange. Given her deep interest to strengthen human capital development in the Malaysian rail space, in 2017 Natasha founded Women in Rail Malaysia, a not-for-profit entity which was established to support and promote equality and diversity within the Malaysian rail industry. She is passionate about promoting the Malaysian rail space as a career of choice to young women studying in secondary school and in universities. To date, Women in Rail Malaysia has spoken to more than 10,000 students across Malaysia.
She has also launched Women in Rail Connect, a global platform to connect women working in the rail industry from all over the world and is now engaging with women in rail across more than ten countries.
In 2019, the German government recognised Natasha as a one of the ‘Remarkable Women in Transport’, officially recognising her as a female change-maker and highlighting her contribution to sustainable mobility solutions. Andrew has over 30 years’ experience within transport and civil engineering, specifically focused on the maintenance and renewal of rail assets and the technical delivery of strategically important major rail investments.
At Arup, Andrew leads the global high-speed rail business and was the regional rail business leader for the UK, India, Middle East and Africa from 2018 to 2024. Between 2009 and 2015 Andrew was seconded into High Speed 2 Ltd as Head of Route and Station Engineering. Working with the UK’s Department for Transport, he was involved in the development of the proposed high-speed rail network; working closely with ministers and devolved government departments to provide rail engineering, operations and maintenance expertise regarding the deliverability and integration of high-speed, conventional rail and light rail transport solutions. Andrew has also supported a number of global high-speed and faster rail programmes in Canada, America, Europe and Australasia as clients develop their plans and longer-term operational, delivery and maintenance strategies.
Andrew has held a range of senior positions within the public and private sectors which provide him with a unique understanding of scheme development and inception. Andrew is also a Board Director for the Railway Industry Association (RIA) and since 2021, Chair of the RIA International Board, working closely with the UK Department of International Trade.

From 1993 to 2014, Rod Diridon, Sr., was executive director of the Mineta Transportation Institute (MTI), a transportation policy research center created in 1991 by Congress. He is known as the father of modern transit service in Silicon Valley and has chaired more than 100 international, national, state, and local programs, most related to transit and the environment. He frequently provides legislative testimony on sustainability. Mr. Diridon was appointed in 2001 and 2005 by Governors Davis and Schwarzenegger, respectively, to the California High Speed Rail Authority Board of which he is chair emeritus. He’s past chair of the American Public Transportation Association (APTA) and a founder of the APTA High Speed Intercity Rail Committee and National High Speed Rail Corridors´ Coalition. He served as president of the national Council of University Transportation Centers (CUTC) and was elected chair of the US High Speed Rail Association’s (US HSRA) Board. He served for six years as North American vice chair of the International Transit Association (UITP) in Brussels. In 1976, he chaired the state’s first successful local half-cent sales tax for transit and subsequently co-chaired a state-wide and four successful regional transportation financing and bond elections.
Fortuitously, in 1996 he founded and chaired the Transportation Research Board´s study panel, “Combating Global Warming through Sustainable Transportation Policy.” He advised the Federal Transit Administration and in 1995 chaired the National Research Council´s Transportation Research Board´s Transit Cooperative Research Program. He provided keynotes, especially on sustainability and climate change, in more than 50 US cities and for a dozen international conferences and has published numerous related articles. In his younger years he was an avid bicyclist and has driven electric cars since 1996. His home photovoltaic array is a net contributor to the grid. He’s past chair of the region’s League of Conservation Voters and a life Member of the Sierra Club, AAUW, VFW, and others. He received lifetime achievement awards from APTA, CUTC, National Association of Counties, San Jose State’s College of Business, US HS Ground Transportation Association, US High Speed Rail Association, regional LCV, and others.
His political career began in 1971 as the youngest person ever elected to the Saratoga City Council. He retired in 1995 because of term limits after completing five terms, six times chairing the Santa Clara County Board of Supervisors and Transit Board. He’s the only person to chair the San Francisco Bay Area´s (109 cities, 27 transit agencies, and 9 counties) three regional governments: The Metropolitan Transportation Commission, the Air Quality Management District, and the Association of Bay Area Governments. He chaired nine successful rail system development project boards. In 1995 the region’s main train station was renamed the “San Jose Diridon Station” upon his retirement. He’s now focused on combating climate change by convening the Rotary’s Climate Action Councils.
After receiving a BS in accounting and MSBA in statistics in 1963 from San Jose State University, he served two combat tours as a naval officer in Vietnam. In 1968 he founded the Decision Research Institute which was sold in 1977 after his election. Mr. Diridon has two successful children, Rod (wife Sabra), and Mary Margaret, and four grandchildren. He is married to Dr. Gloria Duffy, former US Deputy Assistant Secretary of Defense, now president and CEO of the Commonwealth Club of California. In July of 2014 he shifted to emeritus status at MTI.
Recently, Rod Diridon, Sr. received an Honroary PhD from the California State University System via San Jose State University and an Honorary Juris Doctors (JD) degree from Lincoln Law School of San Jose.

Mike de Silva is a leading expert in sustainability with over 30 years’ experience in major project development, design, procurement and construction, much of which has been gained in the rail industry having worked on the UK’s three largest rail projects in recent years: Crossrail (Elizabeth line), the Channel Tunnel Rail Link (CTRL), now High Speed 1 (HS1), and High Speed 2 (HS2).
As the Sustainability Manager on Crossrail, he played a key leadership role with responsibility for the project’s sustainability strategy. Mike was at the forefront of implementation of CEEQUAL and BREEAM environmental rating systems, performing a key assurance role on the measurement of the project’s carbon management. He also chaired the Sustainability Co-ordination Group, Ethical Supply Chains in Construction Working Group, and the Carbon Working Group. Mike had a lead role in authoring the project's annual sustainability report.
After Crossrail, Mike moved to the UK’s largest infrastructure project; HS2, where he worked for three and half years on Phase 2b project managing the delivery of the hybrid Bill, the UK’s enabling legislation for the project. In November 2021, Mike represented the World Business Council for Sustainable Development (WBCSD) in the COP26 Blue Zone panel discussion on Transforming the Built Environment, held in Glasgow, Scotland, UK. Mike has published a number of technical papers including the Royal Institute of Chartered Surveyors publication ‘Sustainability and the RICS Property Lifecycle’. He has also sat on a number of working groups including CEEQUAL International, BREEAM Infrastructure, BES 6001 (a voluntary standard on responsible sourcing of construction materials and products), and PAS 2080:2023 Carbon Management in Infrastructure.
